Moving into a new HDB flat has a rhythm the general moving checklists miss: you don’t just book a lorry and go. There’s key collection, a defect check, usually a renovation, and a set of estate rules to clear first — and the order matters. Get the sequence right: keys, defects, reno, then move

The single most common mistake is moving in — or renovating — out of order. The clean sequence is:

  1. Collect keys at the HDB Building Service Centre (BSC) for a BTO, or on completion for a resale.
  2. Inspect for defects and report them before any work starts.
  3. Renovate with a permit and a registered contractor.
  4. Move in once the flat is clean, wired and ready.

Moving furniture in before renovation means shifting it all again — and risking damage from dust and works. Plan the move date around when the flat is actually ready, not when you get the keys.

Book the service lift and protect it

Most HDB estates require you to arrange use of the service lift for a move, and many ask for a deposit against damage, managed through the town council or the estate office. On move day, the lift should be padded and the floor protected — a professional crew brings its own protection, but confirm the estate’s rules on timing and access when you book. Getting this wrong can mean a crew standing idle because the lift isn’t released.

Clear the estate rules before move day

  • Renovation permit and hours. HDB renovation needs an approved permit and a registered contractor, and noisy works are restricted to permitted weekday and Saturday hours — none on Sundays and public holidays. Schedule so reno finishes before your move.
  • Loading bay and parking. Reserve a spot for the lorry near the lift; a long carry from a distant bay adds time and cost.
  • Town council notice. Some estates want advance notice of a move for common-area access.
  • Fire insurance. HDB flats bought with an HDB loan must carry the required fire insurance — sort it as part of moving in.

Two weeks out: the practical prep

  • Confirm the crew, vehicle size and date with your movers, and match the vehicle to your load — a 4- or 5-room flat’s worth of furniture usually needs a 14ft lorry.
  • Update your NRIC address with ICA within 28 days of moving, and redirect mail via SingPost.
  • Open your SP Group utilities account for the move-in date.
  • Pack and label every box by destination room, and set aside an essentials box for the first night.
  • Decide what isn’t coming. Old furniture from a previous home is best handled with furniture disposal folded into the same booking rather than a separate trip.

Move day in an HDB estate

  1. Confirm the service lift is released and protected before loading starts.
  2. Direct the crew room by room using your labelled boxes and floor plan.
  3. Check items against your inventory as they come off the lorry.
  4. Take meter readings and test utilities, lights and water before the day ends.
  5. Return any lift deposit paperwork to the town council once the move is done.

Because renovation sits in the middle, an HDB move-in runs over months, not weeks. A typical shape:

  • Key collection: attend your BSC appointment, collect keys, and do the first defect walk.
  • Weeks 1–2: log defects with the BSC, finalise your renovation contractor and permit.
  • Renovation window: commonly six to twelve weeks depending on scope; noisy works only in permitted hours.
  • Final two weeks: post-reno cleaning, book the movers and service lift, update ICA/utilities, and pack.
  • Move day: the flat is clean and ready, so the crew simply moves you in.
